The bitumen demand picture is mixed in Europe. Weak refining margins resulted in refinery run cuts and shutdowns in 2009, which affected bitumen supply availability. Reduced European bitumen supply and strong high–sulphur fuel oil prices pushed bitumen export prices higher and opened the arbitrage for North American bitumen to enter the African market.
